Travel insurance during COVID-19

As interstate borders in Australia start to open up to travellers, I took the opportunity to travel to Tasmania this month.
Given the dynamic COVID-19 environment, there is a risk that travellers could be required to quarantine if an outbreak was detected. This may not be so bad if while traveling in Australia, but what about next year (in 2021), when people may start to travel across international borders?
Can I purchase adequate travel insurance for COVID-19 related issues?
Given COVID-19 is a known event, in most cases, you will not be covered. This will become very interesting in 2021 when a vaccine will hopefully be made available and if people are prepared to take the risk of international travel without being covered for COVID-19. I guess we will have to watch this space…
